Youth Gambling and the Rise of Micro-betting: A Public Health Crisis

Sports betting and online gambling have become more popular among young adults, especially 18–24-year-olds. Recent reports and studies show a sharp rise in micro-betting, the practice of placing multiple, in-game bets. Legislators and regulators are now responding by considering new restrictions and bans, but in a two-year window, the specific risks and consequences of micro-betting on youth remain uncertain.

What the Studies Found

Online sports betting is already more popular among 18–24-year-olds than in older age groups, and the participation in in-play betting is especially pronounced. One Gambling Commission report found more than 70% of 18–24-year-olds had engaged in at least one sports betting activity, with in-play betting by far the most common. Multiple studies have shown similar trends.

The NCAA found that 58% of 18-to-22 year-olds had engaged in at least one sports betting activity when comparing registrants in 2024 to those in 2018. A report by Responsible Gambling Victoria found a similar leap, with the highest overall participation in online gambling among 18–34 year-olds, and 17% of them placing micro-bets.

What the advertisers know

Marketers of online gambling products are aware that young men in their early 20s are core users of their products. Campaigns for micro-bets and features like player picks and multiscreens are frequently targeted at them.

The relationship between aggressive advertising and youth betting habits is even sharper in higher-risk scenarios, where recalls of ads for micro-bets are strongest.

What Makes Micro-betting Different

Crucially, micro-bets unfold during live games, not just before kickoff, letting players make bets continuously as opportunities come up. While other forms of online gambling rose through 2023, the Campaign for Fairer Gambling found micro-betting allows hundreds of wagers in a single game.

This high frequency of placing bets, especially on micro sports betting, bears similarities to both slot machines and poker rooms, experts told The Inquirer.

Why Policy is Responding

The sharp rise in sports gambling among 18–24 year-olds has policymakers' attention, especially following troubling signs. A Canadian study found gambling-related ER visits in Ontario nearly doubled after the province opened up its sports gambling market, with teenagers and young adults showing the biggest jump. Another survey found more than a third of U.S. boys between 11 and 17 had engaged in some form of gambling.

Legislators in New Jersey and Pennsylvania are pushing for restrictions, with lawmakers in New Jersey proposing a full ban on micro-betting. Pennsylvania's regulator reported that restrictive rules were 'very wise', referring to research about addiction.

Policy Measures Proposed

Bans on micro-bets alone may be unlikely, but are being considered in New Jersey, following recommendations from Fairer Gambling. Proposed measures include new curbs on access—especially limiting payment methods to reduce risk. Credit cards and debit cards could be prohibited as funding sources.

Many restrictions proposed by Pennsylvania's Joint State Government Commission were included in the New Jersey report, where ads, consumer data collection, and promotions played important roles in policy recommendations. Ontario's market expansion has also prompted independent research.

Where Regulators Land

State regulators are addressing key questions around micro-betting. Both Canada and Pennsylvania responded to new data showing specific risks that raised alarms about sports wagering. Now they face the challenge of developing consensus policies with minimal unintended consequences.

The value of national agreement on approaches to younger bettors remains unclear, but recent moves suggest consensus around restricting under-21 gambling, limiting ads and rewards, and requiring thorough studies of new products should inform future policies.
